The area sits behind the courtyard of the Columbia Association, Petite Louis, Clyde's and other restaurants. It's very scenic and peaceful and you can take a ride on the water in the little duck boats.

The lake has a busy side with restaurants, hotel & family oriented entertainment. There is a walkway around the lake and the far-side is quiet and provided a view of the busy downtown side. Plenty of parking.

Great walking path, restaurants, rest areas, live entertainment on the weekends, plenty of parking, close to grocery store for snacks, across the street from the Mall, quiet yet active.

I don't think it does "close." It's a public area. But as with any urban location, it's probably not a good idea to walk around there late at night when there are few people around.

Yes, the entire path is hard-paved and easy for wheelchairs and bicycles to negotiate.
