Unfortunately, we had a rainy cold day which was not the best situation to enjoy an outdoor attraction. I would think summer would be best for this visit.

Yes, it is very dog friendly. There are numerous neighborhoods that surround the Arboretum. The wooded area does however have some nasty burs that will tangle coats of long haired dogs.

To the best of my knowledge, the trails are free. The children's garden may have a fee. Sorry, I don't have more information. Enjoy your time if you go!
