We were very happy we chose to go to Dry Tortugas by seaplane rather than the ferry. The flight was fun, and much quicker than long ferry ride. Well worth the difference in cost.

I think they would accommodate you. For us, we had a large beach bag for our things and had no problem.

We operate two DeHavilland Turbine Otter seaplanes. Each aircraft holds 10 passengers plus the pilot, giving us a capacity of 20 passengers for any time slot. All are window seats. Best, Key West Seaplane Adventures
