You can get the discount booklet with your CAA card or your passport showing you are from out of the country. We went in February and manage to get some awesome deals on winter season clearout items. We not impressed with the kitchens stores.

I did rent a car, but you may find some tours in the area of Chinatown who goes some days to Vacaville and hop on a bud.
