Have you considered kayaking on the Elkhorn Slough? When I did their safari last June, there were several kayakers out and they looked like they had very long, lingering looks at any animals they wanted.

The Elkhorn Slough Safari boat is out of service for maintenance on my upcoming visit in September. I've done it twice, but my travel companion hasn't, so we definitely want to boat the Slough. I've looked at Whisper Charters, but the inward-facing seating looks awkward, as in order to see out of the boat (which is the whole point of the excursion), you either have to twist in your seat or look across the boat and past any people sitting across from you.
