It's a joy to see the Sea Otters making a comeback. If you're lucky, you can catch one on its back with an abalone on its tummy, trying to get the abalone open for a snack. Fun to watch the Otters play.

I'm pretty sure this is a bit of a TripAdvisor fail and that the "California Sea Otter Game Refuge" is simply state refuge offshore to protect sea otters. The address listed here shows up in a web search as "Monterey Bay National Marine Sanctuary" - which is a federally protected area (for sea otters and other marine life). There is a visitor center for the MBNMS in Santa Cruz but as far as I can see, not in Monterey, and I'm not sure the state refuge has a visitor center at all. The people reviewing this all seem to be reviewing different things.
