Monterey is a very beautiful small city by the sea and very closed to Carmel. The fisherman's wharf is delicious and not so crowded as SF.

It probably would be but as for when our best weather is in the fall and the spring. The summer months can be socked in fog. I'm not sure who you need to contact to get permission to have a wedding on the beach.
