This is not a road, but really a pedestrian walkway that stretches perhaps about 200 metres, and which cuts perpendicular to the Heiwa Street Shopping lane.
I passed by this walkway on the way from Asahikawa JR Station to Tokiwa Park on 6 October. It was quiet on a Sunday afternoon as the main crowd is along the part of the Heiwa Street closer to Asahikawa JR station. There were a few sculptures (inscribed with descriptions in Japanese) along this pedestrian pavement and several rest points in the form of benches and a pavilion. Autumn has not yet reached this part of Asahikawa, hence the trees were still green and looked rather bare.
It is an ordinary pavement to me, not really an attraction of sorts for tourists.
