Cool Statue But ????

I normally would have some facts to impart from reading, observing or "other sources" but in this case I know nothing ! His endeavours were undertaken in 1812 ? A really cool statue to a past hero in the middle of a small roundabout and that's it folks ! You tell me ?

Watch out for the traffic

Not much of Tarifa is pedestrian friendly and going up to read the inscription on this statue was an exercise in taking one's life in ones hands as there is a blind corner to cross. However approaching it cautiously there is a full description although sadly not in English but you do get the gist of it.
