The view court has a wonderful view of the city, and may the only view of the city. Neuquen is a very flat city so it is great to be somewhere to view it.
This is not a large mall, but it has nice stores, a small but nice food court, bowling alley, and movies theaters.
There is not that much to f in the Neuquen city. You should be able to get most anything you would need here.

I do have to say that on Sunday afternoon I walked around the downtown area, and did not find anyplace to eat. That doesn't mean there isn't anything, but I did not find any stores open or any decent place to eat.
In Neuquen, you cannot go wrong visit Paseo de la Pstagonia while you are in town. Particularly, to see a view of the city while eating at the food court.

Locked with seals and padlock, emergency doors. Emergency exits and stairs are not well marked. You should revisit these issues.
