this is a walk of at least 30', it should start at Spain Park and, following the river flow, walk calmly seeing some iconic buildings like Rosario Customs building, the Barracks initially used by Rosario port, now a site for concerts and street arts school. After about 10 blocks, you can see the Flag Memorial, built to honor the place where the Argentine flag was raised for the first time, in 1812. This Monument has an elevator where it is possible to have a very good view of the river and it's delta, as well as part of Rosario city at the top of it.

Nothing with nothing
Didnt find what to do there,
And why is it a tourist ayravtion at all.
Look for better clean place..

Argentina understandably respects it's national heroes and this monument is another excellent example. Lovely views from the top and ample national symbolism around the tower

I like to go to Parque Nacional a la Bandera in the afternoon or at night. they light up the monument with the colors of the flag. During the day, you can take the elevator and go to the top of the monolith to have the best view of the river, the bridge, the island, and sides of the city. You can walk to the top of the stairs and stare at the flames of the tomb of the unknown soldier. Many couples seat on the steps to talk for hours.

Flag National Park and Memorial is a place to visit by day and by night. Great experience to go to the top of the Memorial to have a perfect view of the City, River and Islands.

This is the sight in Rosario and super important in Argentine history. This is a 30 minute visit--take the elevator to the top for the view and take pictures. Lovely place and when we were there school kids from across the country where visiting in honor of the their country. Nice parks are nearby as is the river and downtown.

The view from the top was amazing. Quick elevator ride so you don't even have to walk, for very little money. I got pictures of every corner of the city including the water. Highly recommend.

This stunning monument to the Argentinian flag is something to absolutely have to experience. The tonnes of marble have been crafted into an exquisite location, and each time I go I find myself noticing new intricacies in the carven work. The elevator to the top is absolutely worth doing and gives a stunning view.
