All the other reviews were spot on, this place is gorgeous & expansive. I just didn't find a review with instructions on how to drive there, so thought I'd add my findings.
The 30 minutes detour from the main highway (E35) was not only worth it but beautiful as well. Half the drive overlooks cloud-filled valleys and plains. You will also come across local people finishing a hard day's work in school or in the fields. Some of them might ask to hitch a ride with you. Do it if you have room, they'll even offer to pay, which we declined of course!
More concrete tips:
1/ Google maps was useless. Searching "Lagunas de Ozogoche" showed its location, but the road in wasn't marked at all.
2/ instead download "maps me" (introduced by a fellow traveller) for iphone/android and search for "totoras". Set that as your destination.
3/ Drive past that marker, continue the short drive till the end of the road (named via Ozogoche)
4/ SUV recommended, the high clearance came in very useful at certain parts of the road.
5/ It's a very large area to explore, if there's a family offering horse rides, take it and ask them to take you to both the lagoons. We said "dos lagunas" multiple time and it seemed to work. Paid $20 each for a wonderful 1.5 hour of fun. Worth every pound, it goes straight into their pockets, not some tour agency.

This was our second visit to Lagunas. We took our friends to enjoy this beautiful surroundings. Lot of things changed within 3 years . The place become a little bit more touristic. You can get lunch/dinner - fresh trout from a little restaurant. It's just next to the "entrance" to the Lagunas . We came by car and we we charged $1. There were horses you could rent just for $3 to take you around. It's quite wet and muddy there so my husband took our two year old on the horse. Myself and our friends just had a pleasant walk. You need proper hiking shoes, in trainers you won't get far. Unfortunately it was a bit foggy, probably because we got there quite late. Last time we went there in the morning and the views were stunning. Local man confirmed morning it's best time to go there. If you are traveling to Ozogoche take a guide with you and it's best to go by car. The bus is taking people only to a nearby village which is still quite far from actual Lagunas. End of August, beginning of September is probably best time to go there, there is a festival. Many people are gathering to watch migrating birds to commit suicide in the lake. Together there are 45 lakes or what a local man told us 33. If you are without children you can make your trip more exciting by staying there over night and having a bit of a hike between Lagunas.

Quite beautiful place to visit. All surrounded by Nature you'll enjoy the view, the short walk to the lakes.
You'll need to wear some warm clothes, and if you have it, a pair of rubber boots to cross the thin layers of mood.
This attraction it's really cheap. If you'd like you could take some chips or camp food, or you can stay there and then move to Riobamba to enjoy the traditional dish called "hornado".

The lakes are located at the beginning of the park , are easily walkable but we did not find any spectacular view points . They are lakes , in a flat surrounding without any specific characteristics . We found the lakes in the Cajas National Park more interesting . Maybe it was the guide ???

This is for everyone who enjoys nature in its pure sense. Ozogoche is far apart only for selected people who respect nature and the indigenous communities. Be prepared for the cold and take a tent with you. At night you are so close to the sky that you can recognize the satelites going around the earth. This is part of the Sangay National Park so please, take the trash you produce with you. From Riobamba you can take a private car south of the panamerican. At Palmira before Alausà you have the entrance to the left. 36Km. after that you get to the lakes. For adventure people with time the best day to travel thee is on thursday visiting the market of Guamote first. you have to be there around 9 to visit and then take a pick up with other people to Ozogoche. There are buses from Alausà also.

Alex

High on the paramo you can visit these beautiful ice cold lakes. The places is never crowded and peaceful, you can get there by hiring a camioneta in the closest village , which is Guamote for around 20 USD as there is no public transport and the road is mostly unpaved.

We came from Guamote in a private car. The views during the ride were tremendous. When we arrived at the little village near the lakes, we parked near a little place at the right side of the road were you can eat trout, and only trout for just a few dollars. The wellcoming was very warm. Ask someone there to bring you to the 'mirador' on top of the steep hill nearby. In our case the grandmother, yes you read well, the grandmother lead us the way, accompanied by her granddaughter of nine. Be sure, we had troubles following her. From the top you donn't only have a look on the two major lakes, a third and a fourth one come in view, even a waterfall in the distance. Donn't forget to bring some warm clothes, because the wind up there can be cold.
Little by little we were told the story of the grandchild : Life is very hard up there. A couple of months ago her parents left for Cuenca with two of here sisters to try to make a new life, leaving her and her brother with her 17 year old sister and her grandmother to take care of the little farm. And her story is not the only one, people there are leaving in search of new ways of lifestyle, homes become deserted.
Your visit can mean a lot to this community, so go over there, and not only for the splendid view and the magnificent possibilities for hiking. Your visit can make a difference.

Some friends took us up to Lagunas de Ozogoche and in my entire life I have never felt so at peace as when I was there. The lakes are virtually untouched by development. The area is perfect for photo opportunities, and if you are a fan of nature you will appreciate the beauty around you. It is definitely off the beaten path, I recommend a tour guide if you don't have friends or know any locals from Riobamba to take you there.

We walked down to Laguna verde and from there to Laguna negra. It was very beautiful. The water was not cold as I expected, well I just put the hands in! The surroundings are marvellous. Closed by is a village. You see real Sierra-life, children playing, riding horses, señoras with their typical cloths, very coloured also men with their typical cloth. really worth to go and have a walk of about 2 hours!

A place where you can simply sit around a nice crispy bon fire and enjoy the beauty of the landscape! you are going to need some warm clothing since it is located in the Paramo and it gets very cold at night.
