I would not pay full price. Look for a deal on Groupon, LivingSocial, CapitalDeal, or AmazonLocal that reduces the cost by half. Because the food is not great .... the best time is the Sunday brunch cruise. That cruise has been a buffet while the others are plated meals.
Just let me make a general statement .... I've been on several lunch/dinner cruises in other cities and countries and NONE of them are worth the money that you have to pay. If you're going for the food .... Just stay away from all of them and instead have dinner at the Sequoia in Georgetown or Indigo Landing in Alexandria. (These are the ONLY two restaurants in the DC area with river views and the food is very good.). On the Dandy, the Captain does give a nice historical overview of DC and description of the sites. I'd value that at about $20-25 per person and that makes it a bit more worthwhile.
