Hi, yes! There are ramps leading down to the dock, as well as movable ramps for the boats. The only thing that is NOT accessible is the top deck of the Lone Star (double deck paddle wheel boat).

Day or two , even earlier that day possibly . I think it depends on the weather and any local festivals as to how crowded the area will be.
