I saw lots of shops you can rent kimonos and they were 20-30 US dollars not sure I saw any samurai rentals but I'm sure they are around.

Castle opens and closes as stated 9-5, i think your find the grounds outside the moat are open 24 hours? main reason being they have venues nearby. The grounds inside the moat are locked down.
