Can't go wrong with a free view of the city

Looking for something free to do in Kobe? Go to the tower and get a view of the docks, city and mountains. Other places in the world would charge over $10/€10 for the same thing!

First of all this is a free observatory deck with great views of the city at daylight ... It's on the 24th floor of the city hall building ...

It' s a pretty old builing, a little restaurant at the top, a bit out dated, I though it would be some kind of classy place and expensive, but it was very peaceful and a few customers! A great walk around view....and for free!!

Located on Flower Road, and accessible by a number of stations, including Sannomiya Station. The City Loop Bus also stops close by. Great views from the 24th floor, of the mountain side and sea side of Kobe. Maps near the windows will help you identify the landmarks. Definitely worth the quick trip.

The entrance to Kobe City Hall Observation Deck is free, but many people including Japanese do not know that. Located in the center of Kobe, it takes just few minutes' walk to reach from Sannomiya or from Motomachi. So, why don't you go to take a look?

A place worth visiting if you want to get a 360 view of Kobe. On one side, is the sea with Kobe port in view. On the other side, one gets to see the hilly perfecture of Kobe. Visit dampened by rain and low visibility. Better views if the skies were clear

Make your way into the City Hall and head up to the observation deck. The view is unobstructed and shows the full gravity and size of Kobe. Great for people who like heights with the floor to ceiling windows.
