After visiting the Cathedral, we decided to check out the Capitol Building and in front of it was this beautiful lagoon park. There was a kiosk selling iced coffee, etc. which you can enjoy seating in one of those chairs nearby while enjoying the views of the lagoon/park.

Lots of people use here from around 5.30 am to exercise, it’s near government buildings and as live music and other activities trough out the year , nice green space in the city

I spent almost an hour here, just relaxing and enjoying the ambience.
There are other attractions located here: the Capitol building, statues, Conservator for local birds and other animals, signage, and Negros Museum.
Note that there are trees around it and benches for one to sit down.

this is one of the best place that i have ever been... in the middle there is a lagoon with full of tilapias (it's kind of fish in the philippines). the good thing there is that it is really indeed a family place where family and friends can spend sometime at a minimal cost....
try to go there.. no entrance fee.. it has a play ground and a good sculpture of big gold carabao..

I've been to this place before (several years ago) but this time, with my wife, on a sunny, breezy afternoon, somehow, it created a different vibe. It was a place where one can just stay at some spot, do nothing, yet achieve a great thing for one's mind, body and spirit -- a place where one can allow time to pass by and not be bothered. Perhaps it's the calming energy of the water, perhaps it's the beautiful sculpture on both ends of the lagoon, perhaps it's the splendid architecture of the capitol building, or the smiles of the people around .... who knows? and who cares? it's one place to throw your cares away and simply be, coz everything's OK.

This park and lagoon is lovely , noncrowded ,even on sunday . Most locals spend their times in nearby shoppingmall. Including robinson place bacolod, chinatown shopping mall,etc. The park is quite serene amd breezy with wind.it's very clean. Good place for rest.

I like to see water, that is my taste. So if you share the same, it would be nice to go and enjoy a walk around the lake, or even set and watch people walking.

The place has a wide children's playground, the pond is not clean, although I was amazed and entertained by feeding the hungry fishes in the pond. I appreciate that there were security guards roaming around the park, however, there are solid wastes such food wrappers, plastic bottles, etc found everywhere in the park.

Probably the most popular park in Bacolod is the Capitol Lagoon Park in front of the Provincial Capitol Building. Constructed during the American period, the Provincial Capitol is said to be among the most beautiful in the country. Needless to say,. the Capitol wouldn't be as impressive without the lagoon and the larger than life sculpture of a woman leaning on a female carabao on the northern side of the lagoon, and a well-muscled giant of a man restraining another carabao on the southern end. The woman with the water buffalo was executed by Italian sculpture Francesco Riccardo Monti who also did the sculptures of the Metropolitan Manila Theater and the University of the Philippines - Visayas Iloilo campus. Not to be out-done, Negrense sculptor Felix Garzon created the exquisite Man and Beast matching piece.
In the early morning the lagoon is a favorite of walkers, joggers, and aerobic dancers from all over the city. The grass lawns are used by groups doing tai-chi or practicing arnis and other martial arts. Occassionally, one will see groups practicing their dance-steps or basketball teams doing training exercises.
Children and families enjoy feeding popcorn and pop-rice (available from vendors outside the park) to the tilapia in the man-made lagoon. Anyone can picnic under the trees and for the kids, there is a large free playground with slides, monkey bars, swings, and other playground facilities in the northeast and a skating rink in the southeast.
In the evenings, the park is well and the beautiful blue fountain makes a great centerpiece for romantic evening walks with the Capitol Building providing a distinctly Negrense background.
Across the street from the Capitol Lagoon Park is Bacolod's fastfood strip. Your choice of KFC, Jollibee, Mc Donalds, Dunkin Donut, and Chow King.
Also within easy reach of the Lagoon and the Capitol are the Negros Museum, the Negros Forests Wildlife Conservation Park with its mini-zoo of endemic species and breeding farm for spotted deer and the Visayan Warty Hog, and the ANP Showroom of Negros Products. Instead of the fastfood outlets east of the lagoon, health buffs go to the western side of the Capitol for the Organic Market and Restaurant. In the evening, one might also want to explore the nearby Pala-Pala strip of restaurants that specialize in cooking fresh seafood being sold in roadside stalls.
