As said this goes all around the center of Kagoshima and then off to the water. for 170 Yen you can get within walking distance of almost anything in the city, great way to get around if you can't afford to cab.
They only have 2 line so its pretty easy for you to use it. It also runs every 15 or 30 minutes,so it was really nice to travel using kagoshima city tram.
