My group was in Yokosuka specifically to attend the Black Ships Festival on July 14th. The park itself is just that, a park. The Perry Memorial is impressive, however, and it and the nearby museum are worth a visit. Festival day is crazy with well over 100,000 people coming into the area. There are vendors all along the sidewalk on both sides of the street. After the Memorial Service in the morning, there is a parade through town in the afternoon. The festivities are capped off by a spectacular fireworks display at night. I can imagine this is a sleepy area the rest of the time, but, if you can, aim for a visit on festival day.
