Chiba Kotsu runs local busses in Narita town. They also have a Circle Bus route, two routes actually that make opposite direction circuits around Narita, the station, Naritasan temple, Aeon mall the hotel area etc.
The routes are marked A or B on the busses and the standard fare of 210 Yen is displayed on the busses.
I have used the busses a couple of times from one hotel to another and from the Narita station to the hotel. Reasonably priced no frills simple bus.

I have used this bus service a number of times when I got tired of walking, or if there was a place to far. It's great, like many things around the city.
Chiba Kotsu provides a series of bus routes to get you to the key points around Narita city. For example, you can get from the JR and Keisei line neighborhood to the Aeon Mall a couple of kilometers away using yhe Chiba Kotsu bus. Also, there is a Keisei line station called "Narita Yukawa", which is hard to get to from Keisei Narita, but easy to get to using the Chiba Kotsu bus.
Narita city is pretty spread out, and taxis are good but they cost money. It's a lot better to take the bus.
Here's one drawback. The drivers are extremely helpful to people who don't come across as "regulars" (local people), but the Chiba Kotsu environment is not really strong on English. So if you use the buses, please do some homework beforehand to know where you want to go in Japanese Kanji. The payment system is kind of confusing, too. It took me a couple of times to understand that I pay at the end if it's cash, but not if it's by PASMO or SUICA card. (Actually, I'm still not sure how that is right, but that seems to be how.) A sign board in the front will indicate (in Japanese) what the ride is costing people as you travel from one bus stop to the next. Obviously, the longer the ride, the more you're going to pay.
Don't be afraid to try and use the bus. Some places are really far, and taxis (which are also good) do cost more.
