Visited Hokkaido in Nov 2018, considered a low season for tourism as its in transition from Autumn to Winter. We are fortunate to able to still see some autumn leaves and trees during our road trip.

If you do not go that hill, you miss that amazing view of Hakkodate. It was really amazing so you should add your list.

Go up the hill with the ropeway around 4.00 pm. Not much people in the cable car. After finished watch around 8.00 pm. All the people already planning to go down. and the cable car is pack of people!

Went up the mountain to see the night view. Although crowded, cars were fast and efficient. Be prepared for a long queue if going to see the night view.

You should be fine. When at the top, there is a viewing platform that has wheelchair access. You will get a great view at the top. The one thing to check for is the weather. When I visited, they had low lying fog which... More

Car park is available there, don't know if it's free. I went there by bus and took a walk
