nearly 360 view of the city. even see Sado island, the snow capped mountains up north and the river mouth into the Japan Sea. An efficient bus service from the train station to the various tourist stops too, including the Toki Messe facility.

This building is the highest on the Sea of Japan side and the observation deck is located at about 125 m above the ground. Admission is free! From the observation ceck, people could see panoramic scenery such as Niigata City, Nihonkai, Sado Island, Gozu Mountain.

Pleasant surroundings by Shinano River, nice restaurants and shops, there's a museum in the complex, and in the second half of April the river bank is adorned with beautiful cherry blossoms.
