This is a facility that houses multiple attractions, and they are all basically geared toward separating the tourist from his or her money. Notwithstanding this, our family had a great time spending a couple of hours here. The main attraction appears to be the indoor cart racing track. It's not cheap, around KRW 40,000 for a package that includes 10 minutes on the track and a ticket to the "unique objects" museum. We actually found the items in the museum quite entertaining - objects that trick your eye, weird inventions. The go cart driving was a bit disconcerting (no helmets, no apparent real concern for safety) but in the end it was fun. I was glad I was on the track with just another father-son pair. On the way out, my kid bought carrots for horses that were in a corral, and the guy there was nice enough to take my kid around a lap on the horse (again, no safety gear). My kid was fine but I was glad when both the go cart ride and the horseride finished without any problems.
If you are desperate to kill a couple of ours and the weather is bad, this may be a good place to go with tweens or teens. They also offered a "Survival Game" attraction which looked like it was done with laser-tag type guns (not paintball).

What is the best transportation to get there after i arrive at jeju

Either from the airport or any hotel a metered taxi would probably be the best way to get there.
