On the hill is the tower built by the Japanese navy in honor of their casualties in the war of 1905.
From the hill, one can see the harbor, now apparently the largest Chinese navy base. A wonderful natural harbor, protected from the open sea by a single, narrow corridor.
Started its life as the Russian base of Port Arthur, which hosted Imperial Russia's Pacific fleet. The Russian-Japanese war of 1905 saw the Russian fleet destroyed in a major Japanese history. First time in history that a European country lost a major war against a non-European, non-White country. Event was quite significant and surely quite traumatic for Russia. Not sure what impact it may have had on subsequent Russian history and the revolution of 1917?

On a good day, you could see the view of Lushun. You could either take the cable car to climb to the top or walk up the stairs to the viewing platform. At the platform, there is a tower/lighthouse where you can enter with a fee of 60 yuan to have a better view.

I'm just writing this to spread the word that you cannot climb the tower anymore. I asked multiple people and they said it had been closed for 2 years now. That said the view is still not bad and there's a neat, dangerous looking lift that can take you up for down for a fee--though if you don't hold on the cost may be your very life!

There is a tower on the Baiyu Hill and that's the highest point in Lushun, the southernmost place of Liaoning Province. I visited there because I joined the exchange trip to Dalian. When we arrived at the top of Baiyu Hill, we all felt exhausted. Nevertheless, it's really a good scenic view – we can see the whole Lushun and the skyline on the top of the hill. After I walked around the whole lookout platform, I discovered an ancient white tower, which was built by Japanese soldiers in order to mourn their deceased fellows with praising the loyalty. Then I paid 40/50 rmb to buy the entrance ticket with my teachers and teammates. Inside the tower, it's a little bit dark because there were only a few of windows. Nothing was here but only an extremely long, old and spiral stair, we stepped on it and felt like we would fell down in the next step. After a "long" journey, we finally reached in front of a rusty door, at the moment we pushed it, the wind howled to us and the panoramic view entered to our eyes. it's cool!

My son and I visited Baishan Tower as part of a day trip from Dalian. The entry fee to the Baishan scenic area is 45 yuan, and includes the naval museum exhibits which is a short walk away. The tower was built by forced Chinese labour when the Japanese occupied Lushun. It was a memorial to the many Japanese who died (approx. 65,000) trying to take Eastern Jiguan Mount Fort and the other small fortresses in Lushun. It was originally named "loyalty tower: by the Japanese.
There is a difficult climb to the top of the tower up winding metal stairs. the cost to climb is 10 yuan. The stairs are said to be made from ships that were sunk in the port during the battle. At the top, there are beautiful views of Luhsun port.
There are gift shops around the tower site. There were a few taxis available in the parking lot near to the tower. Other options to get back to town include walking downhill or taking the cable cars which can be seen from the rear of the tower.

OK place - you got to see something in Dalian so might as well go up there. Street food being cooked around there if you can stand the smells and trust where the food comes from. We did not eat it. Navy ships on display for kids to play on.
