Best part of my trip. Note, you do not actually go to the island. You look at it. Swim in the sea and enjoy the beach. 20-25 yuan taxi ride from Dalian city centre.

Good seaside views. Water was on the chilly side for me, and the beach rocky. Very good for a day-trip outing.

The scenic three-island fairyland of Dalian. Lots of models from the fashion shows taking place in Dalian came her for photo ops with the misty beach and water backdrops.

Pros - quiet park area, you can easily walk and take rest, just few people even it was Golden week (this note is valid for the whole Dalian! unbelievable), beach is not dirty, I can imagine swimming here when warm.
Cons - easy to go there, take a taxi (cca 20rmb from city center), but complicated to return! (no public transport, so even official taxi will ask you to pay 60 for the same route; and be aware of blacktaxis, they are just cheating).

We booked a taxi driver at RMB 50 an hour to drive us from our hotel at Grand Hyatt along Binhai Road to as far as Banchiudao. Entrance fee is half price for my husband who is 63 years old.(RMB 10). We chose not to ride the tram as this is a gorgeous place for walking around. As this place is often visited by the leaders such as the recent meeting between North Korean leader and President Xi Jinping occurring here, the garden is very well-maintained. There are also some buildings which serve as holiday bungalows. Just before the beach area is a conference building. Next to it is a boardwalk with very lovely colourful flowers. It is a place for nature lovers.

Nice place-but the beach is with stones and not sandy. Deckchair price is a ripoff - 300 RMB for a day. Go early in the morning and leave before lunch otherwise the traffic is terrible.

Went to Bangchui Island (棒棰岛 Bangchui Dao)after the cab driver who drove us to Lao Hu Tan (老虎滩)said it was worth seeing. After a yummy lunch at Lao Hu Tan area, we took a cab to Bangchui Island entrance. Cab fare was about ¥25-30, not expensive and it was convenient to go there. However, the return trip was the real challenge.
Entrance fee :
¥20/pax, add another ¥10/pax if you decide not to walk but to take a ride in their vehicle (电瓶车Dian ping che). My partner and I walked, and we did not regret at all although it was 3-4km to and fro the beach, via the park. The lush greenery, pretty flowers and the houses (holiday bungalows) in the park were picture-worthy spots. Some of my Singaporean friends cited reasons why they did not fancy going China, firstly, they were afraid cleanliness of toilets in China did not match up to the standard they had in mind; secondly, China did not have the cone-shape trees that they saw in Western countries. Surprisingly, the park that linked us to the beach@Bangchui Dao (Bangchui Island) had those cone-shaped trees that my friends said they were not able to find in China.
We believe the small island we saw when we were at the beach was Bangchui Dao (Bangchui Island). You can take a boat to that small island.
To return to town:-
Tricky.
Some tourists were waiting for a tour bus like the ones we saw in Harbin a week earlier(we saw the tour bus after we alighted from the cab & before we entered the park). According to these tourists, the bus fare was ¥20 and they have prepaid some where(???) and it seemed that we wouldn't be able to get the tickets there or on board the bus (???)Before we could ask further, the Black car driver (illegal car driver, I think.黑车司机)kept trying to market his service to us. He had wanted to charge ¥60 & we managed to bargain it down to ¥50. It was close to 4.30pm & we had a few more places to sightsee, no cabs around and public bus stop was some 3km away, so we decided to take the risk and hopped onto the Black car to our next destination~Zhongshan Square vicinity, Kunming Food Street (昆明美食街), a place recommended by the kind cab driver who sent us from The Castle Hotel to Laohu Tan (老虎滩).
Will we recommend this place ?
A TA reviewer once wrote that this place had been overrated (2015's review). Hmmm....but we preferred Bangchui Dao (棒棰岛)to Laohu Tan (老虎滩). We love the park! It's picturesque! Most tourists chose to take a ride in the vehicle (电瓶车), thus the walk to the beach was serene, scenic & romantic. It was a refreshing change from the dusty Shenyang where we came from (with white particles flying in the air) and the hustle and bustle of Dalian city. Yes, there is no historical value at this site nor exciting rides like those in theme parks.
We won't recommend this place to tourists who only like places of interest with historical & educational value or those who like theme parks.

We did the drive along Binhai Road, and drove into the BangChui Scenic Area (had to pay 60RMB for three of us). This consists of a number of hotels and a beach, which looks out to the island. The beach is lined with a number of large painted statues of sea creatures. We were there in January, but were lucky that it was relatively fine and 8 degrees Celsius. Beach was pretty emply, but we enjoyed watching one bloke go for a quick dip in what he said was 8 degree water.
If you don't want to pay the 20RMB per person entry fee - you won't miss much, particularly in January. I imagine this would go off in summer.

The visit is worth the trip. Seeing the beach and the "dumplings" with rubber donuts around their waste is a trip. It seems that Chinese do not like to swim very much and are afraid to be at the beach without a float. Note that you can't walk the beach, the tents are right up against the water so that they can dunk their feet and remain oout of the sun. Wouldn't want to be a "farmer" after all...

It does not appear to be an island where public or private transportation is available for tourists. The only possibility is that tourists pay for a small boat for a ride along the beach of the mainland side for a look at the island which will be physically closer by tens of feet only.
