Very nice square overall! The municipal government building is here located behind the central garden! In spring flowers blossom and it’s beautiful to see bees and dragonflies there flying. Winter though it’s barren but ok. It rained a lot in December.
Since it’s a square, you can expect to find old aunties dancing there in the evening mostly. Moreover, children also fly kites there with their parents! Great place to hang out

To digress : we have done a comparison of Dalian with a few major Chinese cities right at the bottom of this review, please read it if you think it may help you in the planning of your itinerary.
We walked to People's Square (人民广场Renmin Guangchang) from Zhongshan Square (中山广场Zhongshan Guangchang) on 19 May 2017. Yes, we walked... took us a good 20-25 mins. We rushed to see both Zhongshan Square & People's Square before sunset. There was bad traffic jam, thus taking a cab was out of the question; we had been zipping around in cabs throughout our stay in Dalian, to locate the metro station, then take the metro & exit the station to look for People's Square would have created more anxiety for us than to just follow the GPS religiously and walk to our next destination. Moreover, during our walk, we snapped more pictures of the flowers along the pavement/pedestrian walkway and finally confirmed that the bloomed flowers were REAL!!! :)) The black car driver (illegal driver, I think. Locals call them 黑车司机heiche siji) told us that they were fake! (We took a black car from Bangchui Dao to Zhongshan Square because we had no choice). Even along the expressway/highway, km and km of its metal railings were interspersed with planter boxes of flowers....really gorgeous!!! Each street lamp had two potted plants with flowers hung on a cantilevered structure too.
Dalian's Xinghai Square (星海广场Xinghai Guangchang) where one could see seagulls and the long bridge reminded us of San Francisco (please see our review). Then, Dalian's People's Square (人民广场Renmin Guangchang) with its expansiveness and cleanliness reminded me of Washington. Most People's Squares which we have visited in other Chinese cities were surrounded with multitude of tall buildings whereas Dalian's People's Square had two quadrangles separated by a fairly wide road and flanked by huge low-rise new government buildings. Its pedestrian walkways were wide and lined with beautiful flowers. The quadrangles were surrounded with neatly-mowed lawns, carefully-pruned shrubs and well-taken care of flower beds so the flowers not only bloomed because spring had arrived but bloomed in a consistent close-knit fashion. In a nutshell, Dalian's People's Square was the prettiest breathing space, figuratively and literally, right in the heart of a Chinese city for the past 15 years that we have been travelling to China. For those who love parks, don't miss Bangchui Dao's park too, advise you guys not to take their ¥10 vehicle but walk to enjoy the beautiful park (please see our review).
Back to Dalian's People's Square. After returning to Singapore, I thought of Dalian, why was it so pretty, clean, modern with lots of greenery and flowers; small city compared to other larger Chinese cities and yet it did not have that cluttered feel. Aha! It dawned upon me that Dalian's town planning is superb! The developers probably had some height control rules stipulated by Dalian's Planning Authority to adhere to. Re-looking at the video clips which we took, People's Square's quadrangles were flanked by low-rise government buildings as mentioned earlier, then taller buildings sprang up on the outer ring (it may not be orbital as we haven't analysed Dalian's map properly yet.) in an orderly manner. When we took those video clips at about 6.10pm, sun has just begun to set, that glaring orangy hue coupled with the skyline created by the taller buildings was a stunning sight to behold. We could only see the outline of those tall buildings on the western side seemingly engulfed by the gigantic orange ball.
There was a musical fountain at the People's Square. We only remember the last two shows' timings, 6pm and 8pm. There are earlier shows daily. Each show lasts for 10 mins. We should have gone for the 8pm show too because upon returning to Singapore, then we saw attractive photos of the 8pm show at TA.
Will we recommend this place of interest? For those who love parks and city skyline, a clear and resounding YES!
P/S: Comparison of Dalian to a few other Chinese cities:-
After travelling to China extensively for the past 15 years, most cities' zebra crossings are for cars to pass and pedestrians to stop. We can only cross at a zebra crossing when there are no more cars. Hmmm.... this is not how we have been taught in Singapore since young and also not how zebra crossings should be throughout the world: at zebra crossing, pedestrians are given the right to cross and cars to stop. Thus, the experience we had in crossing zebra crossings in China was extremely bad (please refer to the nightmarish road in Zhengzhou in our Guangdong Business Hotel Zhengzhou review at TA on 9 Nov 2014- this was the first zebra crossing, though we had the right of way, I thought I would not make it across the road and probably would not be able to write this now. I was literally sandwiched between two huge buses driving past me concurrently when I was supposed to be given the right of way at the zebra crossing). HOWEVER, in Dalian, not only cars stopped for us to cross at the zebra crossing, if we did not cross it, the drivers sounded their honks to remind us to do so. Allow me to be blatant (no offence to mainland Chinese who are reading this) for a split second then, I thought to myself, was this China? It is not just the city planning, the cleanliness, the greenery, the flowers that were in order and given so much attention to respectively; even the roads, the drivers and the adherence to global traffic rules that made me think that Dalian is the most orderly, most modern, newest, cleanest, greenest city in whole of China. Even Shanghai which boasts one of the most stunning skyline in the world had residents tying ropes from their 2nd storey old house onto a tree branches just outside their houses to form laundry lines, approximately 5 min walk away from the Bund. Then Wuhan Jianghan Pedestrianized Street (武汉江汉路步行街）had mid-price to high-end brands like H&M, Zara, Rolex shops etc on the 1st storey (ground floor) and old apartments right above these shops that had facades that were dark grey in colour (probably haven't painted for 50 years). There are so much hoo has about Chongqing's night view especially Hongya Dong (重庆洪崖洞）and others, and when we were there in 2014, night sceneries were indeed memorable but in the day time, the facade of many buildings (not all though) were dirty, grey and drab. Glass claddings of buildings not cleaned. Chongqing probably reserved all its electrical energy on lighting up places of interest, then its residential apartments had pitch dark glass capsule lifts at night with light streaming into the lifts only when lift doors opened on the respective floors' lift lobbies. Oh... may be the lights in the lift were faulty, then it might have been a coincidence that ALL the lights in the lift were faulty at the same time; and a bigger coincidence that both lifts in that residential apartment had ALL of their lights out of order at the same time, not one night, not two but three nights that we were there.

Its ok but nothing really out standing, the is a long zip line not far from there. Hot in summer and cold AND very windy from Sept onwards (wind as in the rubbish bins are sunk in the ground in Dalian) Try not to get blown in front of a bus!!

Best enjoyed in summer. Variety of Flowers planted throughout the year & open green space to relax. Access by bus is good.

A big open space with a main road running through the middle of it. Nowhere to sit, not much to do. Some nice buildings in the distance. Just spend 5 minutes here and move on.

Very well manicured lawns and beautiful surrounds. Symmetric Design. Not much shade, but a good place for a few pics. An aerial view would give a much better perspective though.

The buildings around this square are those of the government. So be careful when you take pictures here. There are not so many trees which give us shade in the square, so it's very hot to walk here when the temparature is high. You can go there by taking a subway.

This is one of the biggest squared in Dalian and worthwhile a short visit. When you come from the airport and travel towards the city center you will just come by!! Have a stop and look around! A short 1/2 hour will do it!

If you mean the fountains along the walkway they were going the whole time we were walking by in the afternoon. Other than that don't know about any other fountain show.
