It seems there is no bridge in the viccinity, so many people in winter either cross the river on ice (having more time) or just ride the cable car. This pleasure will cost you 50 rmb one way, 80 rmb both ways and takes 15 min. The views on ice activities below are briliant and if you are coming after dusk like me the city lights emerge from the clouds. Nice.

We got frustrated by a lack of taxi driver’s either willingness or ability to take us from Zhongyang street to the Sun Island Snow Sculpture Park. Instead, we walked about 5 minutes west along the river. There we caught the cable car. Cost was ¥50 each person. The journey was quick and gave a good view over the activities taking place on the frozen river.
The window was a bit obscured which spoilt the quality of the view.
It terminated at the north bank of the river close to entrance 3 for Sun Island.

Great views when going across to russian town looking at the frozen river and island below.

We took rope way to go to Sunisland ... After watching winter swimming it took around 10 minutes from rope way

This bridges between lower Harbin and Sun Island.
If you walk down Zhongyang street to Stalin park and the river, turn left and walk a little under 1 km you will find the Harbin end.
Don't be put off when you see the cable cars crossing the river, the light plays tricks and the cars are only 6/8 person and high up, so it looks further than it is.
As of Feb 2017 it's 80rmb return or 50rmb single.
Once you on your way take a good look around, (pick a clear sunny day) and photo at will. If you have a zoom lens then there are a lot of interesting things ice bound and of course there is the ice playground of the extended Stalin park on the frozen river.
The cable cars don't rock particularly and there are only two points where it negotiates supporting runner wheels. So the crossing is quite smooth. I don't know if they close for high winds.
The other end is only about 300 metres away from the entrance to the Snow sculpture park. Which I found one of the high lights of my visit.

The cablecar runs across the river from Harbin city to Sun island. It is only a short distance of about a mile but nevertheless rises high enough to get a good view of the city...and well worth the yuan.

When we approached the ropeway we could see many people walking on the frozen river. We had some rubber traction devices for our shoes, so we decided to take the walk across the river. Many people were walking in regular shoes, so traction devices aren’t necessary but they do help with slipping. It was a fun but chilly walk. Later we walked back the same way. Advise checking with locals on safety first. The ice was thick and solid when we went but I wouldn’t want to be there when it breaks up. We saw a couple of places where the ice had broken and refrozen.

We used this option to get over the frozen river and enjoyed the experience. There is minimal English but everyone was very friendly and we found it easy to navigate. But be worried that all the Chinese tourists seems to be handing over ID cards, it doesn't seem like they wanted one of us foreigners! The ride was safe and gave great views. Would definitely recommend!

It is good if you would like to cross the river. I went to Harbin 2-5 Dec. The river was frozen and can walk cross the river by the way it is cold and freeze your feet of course.
The price is too high so I choose 1 way ticket and walk-back cross the river. Take ten minutes for cable car and nice view.

It's a short ride across the river to Sun island. If you know Chinese you can buy online for better fare, 71 RMB round trip instead of 80. The view in summer is not too bad since the air is very clear and you can have a good view of the city and river. It's a bit hot in summer however the ride is short so that's not too much a big deal. Single trip is 50 RMB so it makes more sense to buy round trip ticket since the ferry back is 25 RMB per person. Still it's expensive consider it is such a short ride.
