Now is possible to get to the excursion (I'm not sure that in English rather in Ukrainian). There really isn't much to do other than gazing up at the bizarre sculptures crawling off the roof. I read that tours are theoretically possible but hard to get on, and infrequent.

The road is blocked off so you can't really see it, its hard to get to and it isn't that amazing really!

This building was built by Gorodetsky in the begining of the 20th century. We were luky to see it in a person!

As has been noted, the street is cordoned off because of security measures. You can glimpse it down the street, or loop around to the theater/park below and get a shot from behind. I attach the one we made. It gives an idea of the decorations.

Unfortunately now you can only see one little corner of the building as the area is gated and guarded. I've heard the building is gorgeous, so maybe I will return someday - I've heard the president may move to another building in the future, so maybe it will become accessible.

The Art Nouveau 'House with Chimeras' is considered one of the most interesting sights in Kiev, but since it is so close to the Presidential Administration Building it is nowadays difficult to get close to it. They used to take money for letting you in. Fine. But now you have to sign up online like 3-4 months ahead, provide all your info - passport, scn, full name, phone number, email, etc. Quite dissapointed.
