The lower town of Zagreb is commonly called the city center by the locals. It is located under the upper town which is on the hill.
The lower town encompasses from around Ban Josip square down to the Zagreb main train station. This is just a general idea for us tourists. You would need to look at actual maps for this as I think Zagreb is made up of 17 districts.
This has a lot to see in it. There are some good tourist maps available which show you what there is to see in this area. All up, i think you only need a day and a half to see both the lower and upper town sites and can comfortable cover most of the top items in this timeframe.

If the upper part of the city is the most characteristic and popular with tourists, the lower city still offers pleasant areas to explore and experience. In addition to the more commercial areas which no longer characterize modern cities, as they all look a little alike, the feature that struck me most was the presence of numerous generally well-kept green areas and elegant buildings in the typical Central European style, generally institutional locations, museums or theaters. One thing I didn't remember about Zagreb is that in 2020 it was hit by an earthquake, which fortunately caused only one victim but which unfortunately damaged several buildings and churches which still cannot be visited today, including the Cathedral and several important museums .

Once you are in Croatia, the Lower Town is a must. Our guide told us the town was laid out in the 1800s. It is astonishing that the avenues are wide with grand classical buildings. We visited museums and the shopping centre here are quite expensive

This is a pretty but commercial area of the the city. It is not as dead as the old town and is busy with shops, cafes and bars. When we visited it was clean, the atmosphere was relaxed and pleasant and it was lovely to just walk around and enjoy the sights.

the Lower town is good place to relax at a cafe or restaurant, walk thru the many parks and browse the many museums or art galleries. It's a mix of large open parks, stately mansions and government buildings, and some run down apartment buildings. I would recommend stopping at the tourist office at trg Josip Jelacica first and getting the guide book Step by Step given by them for free. It's an excellent guide book of the lower city and the whole of Zagreb

We loved the experience to visit the lower town during the day and come back during the night. They have a very good vibe and exciting day and night life during the summer.

What I love about this part of the city is that not only it is the city centre, but it's pretty small and you can easily and quickly get on foot to practically everything. You've got squares, cathedrals, pedestrian streets with bars and restaurants, parks. When there don't miss the park which leads from Ban Jelacic square to the King Tomislav square (in the direction towards the train station). It's a beautiful place, the huge trees give the impression of even wider space; and the beautiful buildings in the park add to the charm of the place.

Zagreb Down Town is perfect for shopping. Many European brands at lower prices than in other European cities. Shopping area is human-friendly, and can be walked easily.

The lower town is the main commercial/entertainment district, with all the standard shops etc. The main thing here though are the huge numbers of cafes with tables filling every pedestrianised street. This is where the locals parade, especially on a Saturday morning, to see and be seen. Grab a coffee, a hot chocolate or a beer and watch the people passing by - schminkers everywhere!

Our favorite part was the market , it has everything you need.
First you see the flower market with lots of different types and qualities of flowers.
Then you climb up the stair and you got all the fruits( melon, forest fruits,pears, apples...) and fresh veggies.Then there is a fish market and on the down level are the meat shops, home made cheese, bakeries and many other things.
Also there are lots of souvenirs for sale and all this for lovely prices.
There are many stores and restaurant nearby.
Well worth to visit it!

We went with the upper town because of what we’d read and I think this works best but don’t lose sleep over it because the upper and lower city are very accessible. It’s different to Prague and Budapest where you have a river in the middle. The upper and lower sort of blend together.
The Dolac One apartment was very reasonably priced and loved the location off the market square. Only challenge was getting to the parking, which wasn’t that obvious with the GPS, but it worked out fine in the end.
