This is a bit of a drive, depending on where you are located, but worth it. They have lots of “food trucks” and street vendors. The views are amazing. Very peaceful.

Take a taxi directly to the base of this structure. For $1, you can walk up a winding stairway inside the structure and you'll be on a platform in the middle of the structure for beautiful city views. We wend early morning - around 9am....More

Panecillo has great views of the entire city of Quito. Excellent place to get good photos. Recommend taking a tour and going mid morning to avoid clouds.

I was told that ,though Quito is a relatively safe place, El Panecillo is not, if you plan to go there alone (I am a solo traveler) So I watched it from far. It is impressive though.

I think the best way is to walk from Quito historic centre all the way up to the Virgen del Panecillo. I made it a small pilgrimage, beneficial both for exercise and spiritual reflection. Safe, but steep and tiring hills through the inner, poorer neighbourhoods....More

We took the hop on hop off bus tour and stopped at El Panecillo. You get breathtaking views of city there is a winged Virgin Mary made of aluminum at the top. Almost at ten thousand feet looking over city.

You can certainly take an Uber up to the Panecillo. If you do not have good cell phone coverage, you can try and find wifi hot spot to get online.

Definitely not 24 hrs. To be honest the view from the base of the statue is worthwhile.
