Huge building, mostly made of concrete. Some interesting stories about it, but that's all.

Valparaiso is an ugly little town, but interesting. View over the Pacific ocean is beautiful. But that. Seems to have lived around poor people. In Chile, Parliament isn't located in Santiago but in Valparaiso.
