Hi! I did an evening tour with Istanbul Layover Tours in July and it was fantastic. My guide, Salih, was very accommodating of whatever I wanted to do. He took me to a great and affordable restaurant for dinner, and I did some shopping for Turkish delight and such along the way. I don't think you would have any problem doing both of these things, even at night.
Regarding visas, I am also an American and was able to get an e-visa almost instantly. Just Google it, and you'll find it easily.

Since we have a 7 1/2 layover at IST airport, we are considering taking a 4-5 tour of the city (we have been to Istanbul before). Our TA flight from the US is scheduled to arrive at 4:50pm. Unfortunately that does not fit with the TA free tour schedule. I know that we would need to get e-visas. I am trying to determine how much time to allow for storing our luggage, getting through customs & immigration to leave the airport and then time to pick up our luggage and go back through security...More

In general, you should carve out about 3.5 - 4 hours to cover immigration, luggage, customs and transit (both directions) considerations. The rest of the time would then be left over for a visit.
