visit here on a clear day and you will be rewarded with panoramic view of yerevan city with mt ararat as backdrop.

you can get a taxi to drop you here, then after enjoying the view, walk down the stairs to Cascade.

there is also a theme park, statue of mother of armenia, and eternal flame, on the grounds.

I'm taking this to refer to the park atop the Cascades where the Statue of Mother Armenia is.
The park is described as unkempt on the Lonely Planet but I can't agree with that. Sure, the theme park and fairground attractions in the park are tatty and run down but the park itself is well kept, entirely litter free and has some nice areas to sit and relax.
The park shares a hilltop with the fairground and the military memorial and eternal flame which is beautiful. The Mother Armenia statue is surrounded by tanks, missiles and other military paraphernalia.
Fantastic views of Yerevan below and Mount Ararat in the background. Well worth a visit.

Lots of children and young adults rides ( mostly dating from the 1970's) or so it seems. Health and safety does not seem to be such an issue, but it is all fun and we had a really enjoyable morning in the sunshine. As you would expect there are many opportunity to buy ice creams, cooffe and burgers, as wellas candy floss.
Buts thats only a small part of Victory Park - there are some nice floral displays and some wildlife areas, and the Boating Lake is worth wandering around. Inevititably, attention is focused on the giant, and strikingly bold Mother Armenia figure standing proudly over the city.
