Start at either end of the street, be it the end nearer to Saigon River or the People's Commune Building. Take a walk down the street and enjoy the view. It is a wide pedestrianised walkway; hence, no worries about traffic. Also, as the buildings...More

It's clean and worth a walk at night, to view people and the buildings all along the way. Saigon is super hot and humid during the day, not much activities. It's prettier at night with lights.

I do not think there is a set time. The fountains are not the main attraction. People watching is every night, with lots of restaurants, bars, coffee shops and milk tea stores. There are often events here too.
