From my experience of how tourists on our junk got to Cat Ba Island, a smaller boat came up alongside our junk mid-bay and the departing tourists climbed down to the smaller boat while the tourists leaving Cat ba Island and coming back to Hanoi climbed up. So, it wasn't a case of the junk docking at Cat Ba Island to do the transfer.
