This Central is one of biggest of Central malls and as 2020 is the biggest mall in province. Good for tourists especially ones that’re not traveling with kids.

We used these free shuttles almost everyday of our stay pre Corona shutdown in a nearby condo. The driver was not always super friendly, and never replied when we said hello and thanks in Thai, but no matter. It was clean, prompt and reliable.
There are 5 going to different parts of Chiang Mai, so wherever you go, there's 1 for you. If ypu are staying near any Central Mall, look out for them.

We stayed close to the CentralFestival Mall and it was a great place to get groceries and food from the food court on the ground level. Our kids loved the sushi, we were able to get a birthday cake for a birthday celebration and we had great variety every time we went. Shops upstairs were typical mall shopping, but we were there late November and it was fun to see all the Christmas decorations out.
If we hadn't been staying near, I'm not sure we would have gone to the mall as a destination, but it was so great to have near our condo.

First the parking area is well organised and easy to navigate with green lights showing vacant spaces. The ground floor has a good Tops supermarket with lots of choice, especially of specialist foods. The many stalls outside offer an endless array of snacks and other foods. The other floors are well organised into fashion, IT and banks with the upper floors, cinemas and restaurants (especially Japanese). As Chiang Mai residents, we visit a couple of times a month.

There is an almost luxurious van (10 seater?) that picks up passengers from the night market area and takes them to Central Festival. It's a nondescript grey van and there are no markings other than a small handwritten sign on the windshield that says "Route 1 Night Market Road". The van stopped at several hotels on the way to the mall but I was the only passenger. I hope that more tourists use the shuttle so that Central Festival will continue to run it. See the attached schedules.
The mall itself is ho hum. I enjoyed eating at the food court but there doesn't seem to be a dessert stall.

This Mall has only been opened 8 months at the date of review. It extends over 5 floors. In our opinion it beats the malls in Bangkok for variety and ambience. The developers have the mix just right. Top brand names including all those recognised in the UK, including Rolex and Breitling. Yet, it is not so top end that it does not cater for the emergent Chiang Mai middle classes. Think Westfield for comparison.
It also has an M&S but I doubt you will spend much here. Not only is it expensive, but the clothing has been adapted to suit Asian tastes even if it has the same branding eg Autograph. You will find the food hall minuscule and a little disappointing at the size of a large double bedroom.
There is plenty of food choice and a department store at one end, much like John Lewis.
Tips to enjoy your visit
The Mall is on the City fringes and arrival and departure by taxi or tuk tuk is suggested. To depart, the security guy at the exit near M&S takes details from you, tells you it is fixed price 150 baht, and carries your shopping out to the waiting cab or tuk tuk. It was also 150 to get there.
Don't be shocked by the female attendant walking behind you in the Gents. Common here. The extremely narrow towel roll is more of a surprise.
Sunday is a family day and there is a lot of entertainment on the 1st floor, singing, dancing, children playing instruments unashamedly badly. Even a small boy juggling knives which you won't find in Westfield. All very entertaining and there is pouffe seating. There was a professional sounding singing act singing familiar western songs.
There is a tourist card which you can get from customer services in the department store (5th floor) and info desk at Mall entrances. It gives you discounts in many stores. Free sign- up, no passport. You can get vat refunds too but My feeling is you would have to spend a lot to make the faffing around worthwhile particularly the final reclaim at the airport. The Thais make many things bureaucratically cumbersome and this is sadly no exception.
Unusually for Thai Malls, you can get a map of the Mall, at entrances by the info desks
If you do arrive by car parking is free but they hand you a parking ticket and take it back when you leave. There is a charge for lost tickets!
Unlike Bangkok, you won't see many Western shoppers, but a lot of store staff do speak passable English, rather better we found than Bangkok.
There is a good selection of IT stores, phone shops etc on the 4th floor

Use the free shuttle service to get around (schedule posted in picture). There is also a tourist privilege called The 1 that you can use immediately after registering at the Information Counter.

We don't usually seek out the big shopping malls on holiday, but came here specifically to find the new Jim Thompson outlet shop. There is a useful free shuttle bus that goes via many hotels. This place is obviously a big hit with the locals and is to a standard of many malls in the UK. Tried to source some electrical kit but no one in the big store spoke English. Enjoyed Wine Connection for lunch. The food area on the ground floor looked and smelt beautiful. Sanitised Street food ; we took some bags back to snack on our balcony with a bottle of wine from the store. Jim Thompson store was excellent; usual format as in Bangkok and the airports but good prices with a sale on as well and helpful staff. Reason enough in itself to make the trip out here

Like its "sister" mall CentralPlaza, there are free shuttles that run in a circuit to various hotels. Only this mall has more routes. And best of all the shuttles are air conditioned vans compared with the others.
This mall is really large. And they have all retail shops you will ever want, some luxury brands too unlike the others. The food court in the basement level is actually nicer in our opinion - validated in our view because it was thronged by locals. Plus prices are very reasonable.

I normally don't like shopping malls, but I'm well impressed with Central for building this one. It's new and modern and reasonably accessible. Of course, this is where the expensive stores are, where you can find label brands, export quality items (that seem expensive compared to other Thai goods, but are actually a lot cheaper than what you'd pay for the same item back at home).
But you can also find many reasonably-priced items too. Many electronic items are no more expensive than anywhere else in Thailand, and so you can just focus on the service and selection (and warranty issues).
You will find many upmarket restaurants and eateries, as well as some reasonably-priced food chains. There's an upmarket food-court on the 4th floor (more expensive, obviously, than regular local food) - but you can also find delicious and inexpensive meals at the food court on the ground floor. It's easy to miss. You'll find it directly opposite the Central supermarket (which is actually a Tops supermarket).
Tops is a kind of delicatessen-supermarket, not cheap, but you'll be able to find most of your favorite 'Western' foods like cheeses and cold meats, Japanese food (their onigiri is quite good), exotic fruits and vegetables. I usually prefer Big C Extra (which used to be Carrefour) and Rimping for my Western shopping (slightly cheaper and just as good quality).
A little-known feature of Tops at Central is that the bakery offers a two-for-one deal after 9pm each day. The cooked Thai foods aisle also dispenses whatever is left in two-for-one packs. And you'll often find some exotic cheeses being sold for half price. If you like cheese then there's a good selection anyway: Boursin, cream cheeses, Brie, Tilsiter, Ementhal, Gouda and of course plenty of cheddars.
I almost forgot to mention there's a good selection of imported beers and wines.
Now, as for activities, there's plenty - starting with an excellent cinema complex upstairs, a (very noisy) kids' play area (including an 'adventure' space with balls and climbing frames and gocarts for children from around 2-6... For toddlers you can also borrow a pushcar (at the information desk, 1st floor) so it's easier to get around the complex.
And then there's the ice rink.
Yes, an ice rink in Chaing Mai! It's a little smaller and wetter and bumpier than many Western rinks, but a great place for kids and adults to enjoy. It costs ฿250-฿300 for 90 minutes on the ice (฿150 on Wednesdays). There's also ice hockey for adults on Friday nights around 10.30pm-midnight and on Friday and Saturday nights for kids at 9pm. You can buy kit at the 'pro shop', but it's expensive compared to the same equipment back at home. Coaching for kids is taken quite seriously and costs ฿500 per session. You can also get private coaching for figure skating (I think around ฿800-฿1000).
And like other Central malls around Thailand, there's the usual Education Zone upstairs for art, math, music, etc. And the Central Department Store for clothes and accessories. There's a large SuperSports (but Sports World at Promenada is better) and a large PowerBuy, not to mention all the top phone shops (including the service centers for DTAC, AIS, 3BB, etc.)

Many Thai people go for the air-conditioning and for general entertainment (movies and chain-restaurant food or a cheap meal at the ground-floor food court). Many middle-to-wealthy class Thais also go there to get better-quality clothes and equipment. I've shopped around for bargains at the computer stores or markets, and often found that it works out the same price in the long run to get decent stuff at Central. Even the jeans that I've bought there seem to last twice as long compared to what I buy elsewhere.
Highly recommended.

the red colour songtaew can bring you around town area and inner city and to mee chok plaza. if you have time to wait for 10 people then move, it is very cheap like 20 baht . or some places can have free shuttle service, can check with information counter. also can take the green or yellow out. can ask your hotel counter for information too.

How do you arrange the free shuttle to Central Festival Mall? I could not find it listed anywhere/ a schedule or pickup locations. Is there a phone, or a regular pickup route? Thanks

The shuttles have fixed routes which are basically certain hotels. If your hotel is one of them you can check from the front desk. I stayed at the Holiday Inn which is one of those hotels.
