You can a taxi which a bit expensive but fast... or you can public bus, which is costs nothing but then it might take hours to get there. It’s better to talk to your hotel staff for different options.

I don't think it would be advisable to visit on a rainy day as it's mostly an open area. Also, you will have to call and check as there are chances that the cable car services could be halted during bad weather.
