Even though a marketed point of interest, I wouldn't say that there is something much to be seen. The cap itself is a simple one, while the views at Hercules caves and the beaches nearby are much more impressive.

The area offers some cafés and restaurants, and the view is very nice over the atlantic, but in general it feels very touristy here and if you are here for only a day it can be nice. But don't expect much to happen here.

Assuming your leaving from Tangiers I would say that it takes approximately 1/2 hour to 45 minutes to get to Cap Spartel in a Mercedes cab. We made an afternoon trip of it leaving just after lunch and headed initially to Hercules Cave and walked around the area for approximately 1.5 hours. We had the Cab wait for us and then drive back past the main road (which lead back to Tangiers by way of the palace) to Cap Spartel, about a 10 - 15 minute drive from Hercules Cave. We spent about 20 minutes at Cap Spartel and headed back to Tangiers and our riad for dinner. If memory serves me correctly we paid the Mercedes driver approximately 300 - 350 DH for the entire trip which took most of the afternoon.
