Yes you have to go into the lobby of union station to use the voucher. The bus is right outside and you'll board there. But you can't just get in the bus. They will send you inside to redeem the voucher.

No, I've been trying for almost two months and finally heard back with a no. Since the busses were still "running" no refund. Only if every single bus was broke down for 48 hrs would you get the refund.
