This was an enjoyable trip around the city of Tallinn that was relaxing and filled with interesting architectural and historical sites. There are several tour companies offering hop-on and off buses. We used the Red buses just as the previous reviewer did. The buses are scheduled every 20 minutes (not 90) and the times are noted on clearly visible signs at each stop. There are 3 routes (red, green and blue). If you desire, you can stay on the same bus and see all locations without ever having to get off. Each route takes exactly one hour. We chose to change buses but covered the total 3 hours of travel in only 4 hours. Audio is provided in 12 different languages with very nice quality sound. The cost is reasonable.

I did Tallinn as part of a cruise so we were only going to be there for about 8 hours. We could actually see the old town easily from the ship, but my wife said she was too tired to hike the mile into town, so we opted for this. Big mistake.
First, you site in the bus until it's full, so by the time it got going I could've already walked. Second it can't go into through the gates into the walled part of town so basically all it does is loop around outside. Much of that time you'll be stuck in traffic. Part of the blue line loop goes way out into some shopping/industrial area, so we spent about an extra hour just touring nothing really.
We wound up walking back to the ship so basically it was 50 Euro totally wasted. Hop-on hop-off makes sense for cities that are big...really big, but not for walled cities like this, especially when you can walk into town on your own.
The only way I can see this making sense is if you have a hotel near their route and you have the full 24 hours to play with. then you could use it to go out to the park or something else.

There is absolutely nothing wrong with the tour in itself. Given the major constraint that the buses cannot enter within the Old Town the 3 routes show a lot of what Tallinn has to offer (albeit with significant duplication) and the commentary is generally good and cuts in at the appropriate time. But there are a lot of things you need to note if you are going to get good value from this.
1. The summer time table has the buses on each route going just once an hour. This means they are not really "hop-on hop-off" buses. You need to watch your timings or else you may have a very long wait.
2. The routes do not run on a continuous loop. When they reach Viru square, the bus stops for a while and then starts up on a different route.
3. Cruise ship passengers get on the bus en-masse at the Terminal and transfer to another bus at Viru square. Many simply stay on the bus all the way back to Viru square and remain on the bus and wait for it to head off on a different route before getting off at the terminal again. This can make it difficult for anyone else to get on. Buses seem to be quieter in the later afternoon.
4. The green and Blue routes only run 6 buses in the whole day. The last bus from the wonderful Open Air museum for instance, leaves at 15.40 so unless you have clocked this, you will need to find alternative transport back.
5. The buses seem to operate with just the driver and nobody else to help. There is not even a member of staff to provide advice and control the queues at the main stop in Viru Square. This is really poor and as a result you get people pushing onto the bus through the wrong doors and giving unnecessary abuse to the drivers.
6. A one day ticket is 21 Euros and a 3 day ticket is 25. This is not cheap so you want to make best use of it. The ticket is free as part of the Tallinn Card Plus deal.
So whilst the tour is good, the organisational aspects in Tallinn are awful and the poor drivers are left in the firing line. It's not their fault so please be nice to them.

Courtesy of the City of Tallinn we took a free I hour tour of the Upper and Lower City starting at the Tourism Office close to the main square with an excellent. The history of the many occupations throughout the centuries was new to us but the architecture, public buildings and churches bring it to life. The guide gave advice and also explained the unimaginable brutality of the two Soviet Occupations of the city before and after WW11 with the Nazis in between. the rest of our 5 day stay was filled with visiting sites that were highlighted by the guide and good restaurants/cafes she recommended.

We caught all 3 buses during our very short stay (just under 48 hrs) in Tallin and thoroughly enjoyed each tour. The buses were clean and ran on time with easy to find locations.
One of the buses takes you sort of out of the city and is the longest trip they run, worth going on as you are able to see the real countryside.
Excellent customer service at all times, grandchildren loved Tallin and we would return anytime and most definitely use these buses again.
I can't see why anyone would make a single negative comment about this bus and the routes available.

We arrived in Tallinn by cruise ship and opted not to take an excursion to tour the old city as we heard it was an easy walk. Just off the main plaza (across from the information office) we saw a small booth offering a free 2hr walking tour of the city. We signed up and enjoyed it thoroughly. Our tour guide was a college student Mairi (hope I spelled it correctly) whose English was excellent. Mairi walked us around the old city for the entire two hours providing us a short history of the city and insights you might not read in a book. At the end, tips are welcome and we happily left a $20 bill to share our appreciation. It might be of interest that the tour had about 25 participants (a good number) and included several small hills and one large set of stairs, but as you walk around, there are several opportunities to sit down and rest.

Was on a cruise ship and stopped in Tallinn.walked into old town.easy walk.real old town.full of cobblestones and winding streets.bit hiking but if you take your time you can just stroll to the top to see over whole city.then there is a square where you can stop for cold or hot drink and some food.very picturesque.Try the local beer.its very nice but string!
If you want/ can purchase alcohol there is a large supermarket down by ferry terminal where other countries come to buy as it's very reasonable.
Lovely day spent here.

2 routes one morning and one afternoon so to get best use of 24 hour tickets do the afternoon one first and then the following morning. I only did the morning as our party had plans for afternoon so it was expensive for what I got. Good commentary and exactly on time. Unlike larger cities they don’t run all the time so you do need to plan to get the best deal

We paid €50 (couple) for absolutely nothing. We like to do hop on hop offs in cities and never have we experienced such a bad service. Driver was polite but tour was diabolical. The audio seemed to be out of sync with stops. Bus went driving too fast on journey back to terminus and the price was disgraceful. Would not recommend seeing the city by this bus

Unfortunately the Tallinn Hop-on Hop-off bus tour, booked through Trip Advisor, on which we travelled on 25 May, was very unsatisfactory:
1 No bus arrived at the time shown on the timetable.
2. Two red buses eventually came to the bus stop next to the ferry terminal and each driver said that the voucher did not relate to his company. One of them had to be wrong!
3. One bus driver would not recognise the validity of our voucher. Why not? He was from the company whose bus we eventually boarded.
4. None of the drivers was at all polite.
5. When we finally were accepted onto the bus of one of the two companies, the tour was fairly second-rate. We were also told we had to pay for the earphones, which were stated in our booking documentation to be included in the price.
This all spoiled our first two hours or so in Tallinn.
Walking around the old town for more of our time in Tallinn would have been time much better spent as this was very worth-while, as was our time each way on the ferry from Helsinki (which we booked separately.) In the old town everyone was polite and helpful and gave good service, but that was not part of the tour we booked.
We really feel we should get a refund for thoroughly shoddy service, and visitors to Tallinn should not have to put up with this sort of experience. I would be surprised if others do not give similar feedback.
By contrast the Helsinki Hop-on-Hop off tour, including a boat trip, was excellent in content and value. Maybe the Tallinn people should see how it should be done by going to Helsinki to get some insights.
I rarely have had to give a negative review but this was a poor deal.

Hi, we are 2 senior citizens who are coming to Tallinn for two weeks in June. We are not very good at walking long distances. Can you tell us the best way to get around Tallinn which does not involve a lot of walking.

I would recommend taking the 'Tallinn City Tour'. It includes 3 bus lines: red, green and blue. The buses covers most tourist areas in Tallinn city. Each bus stop is close to a tourist attraction so it's very convenient. Beware that it's 1 hour wait for the next bus and the last bus is quite early ie. Around 3-4pm. The bus time table lists the tourist attractions and is quite easy to follow for all the 3 bus lines.
