I visited this complex with my grandpa back in May based on our hotel driver's recommendation. He claimed that this is a nice place to have dinner in and it was. (he specifically named an Italian restaurant within the complex. I will see if I can review it)
The complex is situated on high ground - a mountain I'd say - and so you can enjoy those lovely views of the city at night.
We mainly were there to have dinner, but the complex has other things for you to do. Besides, the Persian and Italian restaurants -both of which have beautiful terraces on the rooftop- there are cafes, a tennis court, billiard tables, and bowling halls. So we can say there is something for everyone, especially if you are going with your family.
It was raining on the day of my visit and so we could not have dinner on the terrace (I really wanted to have it outdoors because the weather in May is just lovely. It wasn't apparently on that day. lol). However, I quite enjoyed the dinner inside. The restaurant had those large windows from which you could still enjoy the view. Food was divine too. I'll try to request opening a page on the TripAdvisor for it folks just give me some time!
It is important to note that this place is not suitable for those of you traveling on a budget. The place is designed for a specific group of people. I mean you could tell from the cars in the parking lot alone. There is also this entrance fee so they don't allow everyone in. Our taxi driver appeared to know the security and so we were allowed in without paying the fee, but who knows? He might have charged us afterwards when we returned to the hotel. Anyways, it is worth it if you want to spoil yourself a bit. It's not really expensive for us as tourists, but still is not a locals place. Hope you get my point.
I tried to find a website for the complex, but my server does not support it. I managed to find their Instagram account though (I know am great no need to thank me). Although the writing is all in Persian, which I don't understand, I thought it might be useful for you to look at some photos and know the place you're heading to. Find them @koohsar

This high elevated place at the top of the mountain is well arranged and built with nice entertainment of bowling, billiard, snooker and other games along with reataurents and coffee shops

You may enjoy around 3 to 4 hours
