Like the title says: it's a "hop on and hop off" bus. It's meant as your means getting around the citty and not your expert tour guide (as some reviewers seems to expect).

Do this more for the opportunity of great views, particularly on the blue route.Commentary not that helpful if you can hear it above the roar of the bus engine. Some roads don't have a good surface so if this makes you queasy don't try it.
Visited Funchal at the start of November 2018. We (four adults, aged circa sixties) have visited plenty other European and further afield cities and are regular users of "sightseeing" buses in order to get our bearings,

Whenever we visit somewhere new we usually enjoy a HOHO bus tour as a way to get our bearings.

The blue line operated by the Red Bus company takes you to Monte where you can walk to the toboggan - only a few minutes walk away and it has a stop at the end of the toboggan run. You can always get a local bus or go up on the cable car and then walk down from the end of the run or get a taxi. If you start walking down for a bit and then get a taxi it is much cheaper as they are gong back into Funchal anyway - just haggle.
