We visited on several days during its theoretical opening hours, but it was always closed. The website is also not functional anymore. Perhaps it has closed?

Loved it! It's in fact a small museum of Portuguese popular art - beautifully displayed. Highly recommended, a quick visit during a Lisbon's Castle tour.
