The “Palazzo Pubblico” is the parliament of the Republic of San Marino. It is faced on Liberty Square, very easy to find it.
From outside the architecture is similar to other cities of central Italy, Instead inside it is possible to see the hall, The Chamber of the Grand and General Council and few rooms. Also if inside the palace is not so rich in art, it is very nice with some painting and medieval symbols.
I heard that, in general, the changing of the guard is also planned, but I didn’t see it, so I don’t know about this point.

The seat of San Marino's supreme institution, the changing of guards ceremony takes place here during the summer. My wife and I had a short stop off in Ravenna whilst on a cruiser and we enjoyed the prearranged excursion to San Marino. The tour wasn't for the faint of heart because there's lots of steps and lots of trekking to navigate but it's worth the effort.

This is more of a review of San Marino itself rather than just the Palazzo Pubblico. We spent just one night in San Marino but what a find! Perched upon a hilltop, this country/city is a wonderful place filled with a rich history. There are many restaurants, shops, and things to do and see. It is well worth your time to visit the castle (all 3 parts) along with it's museums. The people are friendly and the food is very good. We found a great wine shop which had some amazing Italian wines for amazing prices. If you ever have a night or two in between Florence and say Venice, this is well worth a stop.

The Palazzo Pubblico is the official seat of the main institutional and administrative bodies of the Republic of San Marino, including the Great and General Council, the Council of XII and the State Congress. The building is Neoclassical. The facade of the Palazzo Pubblico is supported by three pointed arches and is characterised by the presence of three large openings and the clock tower. The coats of arms of prominent families are present on the facade. Reliefs of the four castles that made up the ancient republic are above the arches of the portico .

Inside, the outstanding features are the atrium, the grand staircase and the Hall of the Great and General Council. The atrium of the building is characterised by an elegant light tone. The atrium is dominated by the large stone staircase that leads up to the balcony. Along the walls of the staircase, there are several tombstones of illustrious San Marino and foreign personalities including a bronze head of Abraham Lincoln, who was granted honorary citizenship in 1861. The ceiling of the atrium consists of a polychrome wooden deck with a decorative frieze, while the walls are in stone.

The hall of the Great and General Council is intended for carrying out the parliamentary activity of the Republic. The centre of the room has tables and seats, presumably for the senior members of the council and is surrounded by benches for the representatives. The room is dominated by a painting by Emilio Retrosi in 1894. It depicts the apparition of San Marino to the people on Mount Titano as he gives the people of San Marino his ideal of freedom and independence. To the right of the saint are two captains regent, while to the left are the people with the banners of the guilds.

Our visit was to watch the presidential ceremony. The setting and the event itself were fantastic and definitely worth the trip to one of the oldest democracies in the world - since 1286 the ceremony and systems have been the same.

This is a beautiful building where governmental matters take place. If you are lucky enough to enter the chamber there is a fantastic fresco on the wall of Saint Marino. For any US travelers there is a letter from Abe Lincoln to the republic of San Marino in which Lincoln honors San Marino.

San Marino's statue of liberty is here as is the parliament. On a clear day you have an amazing mountain view.

packed solid from 10am to 4pm but worth the visit. as we are staying here for 2 weeks we re visited off peak & the experience was much better. try to avoid the hoards & you will see much more. the 2nd visit we had an early eveing meal (restaurant almost empty as Italians eat much later than the UK) on a terrace overlooking the valley at the top of San Marino City. It was spectacular & the cost reasonable (£20pp for 2 courses & wine/beer)
If you go during th epeak times get your elbows ready to push (the old ladies are the worst!!) it's steep, hot & crowded. trying to get a vantage point to watch the changing of the guard is harder than getting a seat to the moon. go later in the day at 5.30 much better all round & less stressful for all.
