Babington's Tea Room is a classic place right in the center of Rome (next to the Spanish stairs). They have got great teas, but the cakes and the service is so and so.

Across the street from a store like Prada, it's not surprising that prices might be higher than you're used to. However, the choice of tea is extensive and for €10-15,- you're good for 3-4 cups per person.
