You can hike up, or you can (like we did) take a taxi up to the top and walk down after touring the top. Given that there isn't a lot to do in Vigo, it at least gets you out and about.

There are panoramic views of Vigo and the Bay but nothing truly amazing. Atop the hill is Our Lady of the Snows chapel but it appears to be closed at all times. This stop was included in our tour of the city.
