No...entrance is from Emmeramsplatz. It's difficult to find...ask a local if you can. There is no signage around at all mentioning the palace.

yes you have to take a taxi to go down town Regensburg, but it's wourth every minute of it, very interestiong town, protected by Unesco. Go for it......
