Loved this little touring "train" and it certainly showed us, in a short space of time, the points of interest in Kilkenny. Our driver was very friendly and most informative too. Worth doing.

seats are quite small and narrow so I'd say that it can be not comfy enough for person to move from wheelchair (to the train) but if it's not a problem and questions is if there is place to leave folded wheelchair, it should... More

I think only you can decide if it worth it to you. How many of those places are you planning on visiting, of those, how much is the admission fee per person? If that totals more than 39, then yes, it is worth it, if not then I would say no.
