No, you cannot drive down to the tea house. However, Milner Gardens does provide a shuttle cart to transport anyone down to the tea house and back. You need to be able to get to the entrance building, then there is a ramp down to the shuttle loading area, and the tea house has a ramp at the entrance door.

It is $11.00 for adults and reduced for students, seniors (65) and children. We ended up paying for two adult fares but talked with a volunteer later that suggested if we lived nearby which we do, it would be worth our while to pay for a year membership.
We did and it was $40.00 for a family. We will return so this was a great suggestion.
Tea and orders vary depending on what you order. Very reasonable compared to some teas...but worth every penny for the atmosphere and tastiness.
