The whole green space was fenced off with a tall (not see through) fencing. The armory on the south side of the park is getting a complete facelift and promises to be underconstruction for quite some time.

It’s amazing to me that Quebec’s Armoury burned to the ground ten years ago and is now rebuilt to be even better than it was before. It is an impressive building in its own right, but now that it’s steep copper roof has been restored, I think it’ll become a new landmark for the city. It’s right next to the Parliament Building and the Grande-Allee, overlooking the Plains of Abraham, steps away from Old Quebec...in short, definitely worth a visit. Hopefully now that they’re done restoring the Armoury, they’ll turn their attention to restoring the grass at the Place George V.

when walking QUEBEC CITY make a stop there there is a small parc in front of it and the building is just rebuilt because of fire iit is a nice forteresse

We couldn't miss Place George V, mainly because its park in front of the big Gothic-Revival-style armoury remains hidden by huge boards. They clash with the beautifully maintained Parc de la Francophonie across the street (Grand Allee Est). We wandered over for a closer look and discovered many large photos and information signs on the boards, explaining how the armoury was almost destroyed in a 2008 fire.
At the back of the park. a huge door section of the boards had been left open, revealing trailers and equipment being used for rebuilding the armoury. The completion date has been moved from 2016 to the end of 2017. From what I could see, that date should be met, depending on what's happening inside.
The exterior looks lovely with its sandstone facade and turrets. When it reopens, the armoury will be a multipurpose building that continues to hold areas devoted to military history. As architecture buffs, we found it worthwhile to walk by the building, though it has yet to reopen.

It's under renovation, surrounded by scaffolding, wrapped in tarp. Judging by the contours of the building it should be interesting
